B. has resulted in fewer --> Correct

C. have resulted in fewer

D. had resulted in less

E. have resulted in less

A. has resulted in less (less is used for quantity)

B. has resulted in fewer (correct)

C. have resulted in fewer (declining number is singular)

D. had resulted in less (usage of past tense is incorrect)

E. have resulted in less (same as c)

Note :

1. The number of + singular verb

2. we use few for count nouns.

Thus B is the correct answer.
