and 21 counties clearly indicate that the decline of urban
population begun in the 1950's still continues.

Question can be easily solved by POE..BUT the correct answer ruffled some of my grammar fundas or lack of them.

I woulg go with E on this one.
In C, I think, population that begun is incorrect. In E it says clearly that the population is declining in cities. The cities which started in 1950's

C ... we do use 'began' and 'begun' is not the right usage I believe ...
between E and A , E has wrong usage as it goes ''was still continuing ''
