He does needs to stop to refuel because the distance given is only one way and the question says "does he need to stop for gas on the way back to school?"

Distance to cover: 426.14 miles x 2 = 852.28 miles (round trip)
Range: 23 miles/gallon x 20 gallons = 460 miles

No options.

Solution:

Since 27 x 10^6 / 63,360 ≈ 27 x 10^6 / (6 x 10^4) = 9 x 10^2 / 2 = 450 and we round down the denominator 63,360, the distance between his house and his university is actually less than 450 miles. Since the 20 gallons of gas can last 23 x 20 = 460 miles, which is more than the distance between his house and his university, he does NOT need to stop for gas.

This is a poor quality question. An accurate answer(up to 2nd decimal) is required to determine the answer i.e. YES/NO. Quant section in GMAT doesn't have an on-screen calculator which implies the test moderator wants us to determine approximate solving.
