I will go with 'A' on this one.
'D' I think changes the intent of the original statement because in the original sentence the subject is the 'The districts' curricula' which is offering courses for students, who could be from the same district or not. But in 'D' the subject is 'The curricula' which is offering courses for the district's students - according to the original statement courses are offered to students and not specifically to the districts' students.

I go with Oxon for D. Students of the district and not curricula of the district. I don't think the district can have curricula :?:
