Conflict between a and c. Picked c because of something happened before current view that the virus isnt that virulent as BEFORE it was suggested.

I don't understand A vs C.

C clearly has past perfect tense which is required to indicate an event already completed.

Why I chose A over C is because the use of past perfect tense is not required as the sequence can be clearly understood through the word “initially”

This reasoning might be slightly debatable Soumya. There are numerous official questions that use past perfect, despite the presence of clear "time markers".

For example:

In the 1940s popular magazines in the United States began to report on the private lives of persons from the entertainment industry, whereas previously these publications had featured articles on individuals in business and politics.

Notice the usage of past perfect ("had featured") despite the usage of time marker "previously".
