Key given idea:
Easier to use public domain characters → more artists use them.

If the government removes limitations, it becomes easier to use those characters.

So applying the rule:

Fewer limitations → easier use → more artists use public domain characters.

That is exactly what A states.

Removing limitations makes usage easier, and the passage says easier usage leads to more artists using public domain characters.

IMO
A
Argument revolves around the use of available public domains char in art work.
If the usage of them is freed than there will be more art work with the use of those available public domains char

Remember that this is an inference question. The fundamental rule here is that whatever is stated in the passage is a total fact and can be trusted.

Two possible reasons for elimination: (1) External Information (2) Restatement

Elimination:

A. If the limitations forbidding the use of certain characters of significant cultural value are ended, more artists will feature public domain characters in their work.

-> "The easier it is to use public domain characters in an original work of art, the more artists choose to do so..."

The first line of the passage acts as great evidence for answer choice (A). Clearly, if more artists use public domain characters when it becomes easier to use them --> More artists will feature public domain characters in their art because we are removing certain limitations (thereby making the usage easier).

We can keep A.

B. The entertainment industry will produce more works if there are fewer limitations on the use of public domain characters.

I don't know about the total volume of work generated. Answer choice A said that artists will use more such characters in their art. Never anything about it increasing the total output of art. I would require external information to verify this statement, hence it may or may not be true.

Eliminate.

C. Some works of art that feature public domain characters will cost more to produce if the characters used are of significant cultural value.

All I know about the cost is - it will go down when more artists are able to use public domain characters. I have 0 information on whether the cost will increase if more culturally significant characters are used. Nothing in the passage points to this outcome. Since it is not allowed currently, usage of culturally important characters should actually bring down the prices if anything - since their usage will no longer be exclusive.

Eliminate.

D. If more works of art that feature public domain characters are produced, some works of art that do not do so will also cost less to produce.

How does that make any sense? Sets A and B are completely unrelated here, so an increase in A will have no impact on B.

E. If the only limitation on the use of public domain characters were those that apply to every public domain creation, most artists would feature public domain characters in their works.

How can we say with a guarantee that if the restrictions are minimized - MOST artists will feature this public domain art in their works? We could just see 40% of artists do so, and we could also see 99% of artists doing so. We have no data on the impact this limitation reduction will have on the number of artists going ahead with the usage of public domain characters.

Eliminate.

(A) looks like the best answer from what we have here.

if its easier to use public domain character in arts, more artists will do.
with that work featuring public characters will cost less than work consists of copyrighted characters.
conclusion= if gov eds limitations, production cost will decrease.

yes, if the limitations are ended, the production cost goes down and will be easier for artist to produce such work.

B. The entertainment industry will produce more works if there are fewer limitations on the use of public domain characters.
but they can still produce without removing limitation. they have the money to produce and the only thing that works for them is change in expenses for making such art. so this is not necessary for entertainment industry.

C. Some works of art that feature public domain characters will cost more to produce if the characters used are of significant cultural value.
this is going out of direction. reject.

D. If more works of art that feature public domain characters are produced, some works of art that do not do so will also cost less to produce.
we dont know the repercussion of removing limitation on using public character will have on the cost of other art. so this is out.

E. If the only limitation on the use of public domain characters were those that apply to every public domain creation, most artists would feature public domain characters in their works.
the word most is problem here. its too extreme. passage says more will do and this choice says most. there is difference between this two. reject.

Premise 2: public domain characters are cheaper than copyrighted characters
Conclusion: removing limitation on public character, art producing cost is lower

A: Removing limitation needs to result more people using public domain characters. More people using public domain suggests a lower cost. Otherwise, the cost would remain unchanged if the % of people using public domain characters stay the same. CORRECT!
B: The total volume of artwork produced by the industry has not been discussed. The conclusion focuses on the COST of producing the artwork.
C: If public domain characters of significant culture costs more to produce, removing the limitation may increase the cost of producing the artwork using public domain characters
D: Even if the cost of producing copyrighted characters does not cost less to produce, the cost of producing artwork still could be lower if there are more people producing art featuring public domain characters that cost less.
E: The prompt says more artists will use them (a relative increase), but "more" doesn't necessarily mean "most" (an absolute majority of 50%+). It could just mean an increase from 5% to 10% of artists
