As the economy slumps, shortages spread and inflation rises (in 2014 it was close to 70%), the government has taken to releasing data selectively, if at all.
In this sentence, how can we categorize the last portion "...the government has taken to releasing data selectively..."? Is this Modifier, Adverb, Subordinate Clause? What?
As X, Y and Z, the government has taken to releasing data selectively, if at all.
X=the economy slumps
Y=shortages spread
Z=inflation rises
And 2nd Question - Why we have used "...to releasing..." rather than "...to release..."
P.S. - I am not asking anything for the meaning of the sentence, that is clear to me, I am just trying to understand the sentence construction.

Everything prior to the part you're asking about is a modifier, so "the government has" is the main subject and verb "As X, Y, and Z are happening, the government has . . ."
As for "taken to," that's an idiom that means "developed the habit of." So they're saying that in these circumstances, the government is now prone to withhold data.
