It will be unidiomatic to use "know as littering" or "known that litter".
Confused between B and C, I chose B as in C - Comma + which is modifying Bay should be incorrect.

My answer is (B). It took me 50 seconds.
(ACE) are eliminated because "which" cannot logically refer to "the bay". "which" can also have "five shipwrecks" as its antecedent, but, still, it is illogical to say that "five shipwrecks triples the number of wreck sites".
(BD), on the other hand, works because present participle can modify the entire preceding clause.
(D) is eliminated because "the wreck sites known as littering the bay's floor" does not convey the intended meaning. "known as" can be correct in sentences such as "William Frederick Cody is also known as Buffalo Bill."
(ACE) are eliminated because "which" cannot logically refer to "the bay". "which" can also have "five shipwrecks" as its antecedent, but, still, it is illogical to say that "five shipwrecks triples the number of wreck sites".
