I feel the flow of thought is better in B than in A. So for me B makes more sense than A.
(C) a cultural tie but not racial helps explain-redundant. Wrong.
(D) cultural rather than a racial one helps to explain-Wrong. Missing parallelism.
(E) cultural rather than a racial tie helps to account for.-Wrong, same issue as in D.
IMO B.
Please correct me if I am wrong.
