Split 1:
Idiom Both X and Y. X and Y should be parallel.
Both to prohibit and to forbid is correct.
Hence eliminate B, C and E.

Split 2:
Between A and D, the right idiomatic usage is Enacted X to prohibit Y from Z.
The usage Enacted X to prohibit Y to Z is wrong. Eliminate A

Hence, D is correct
