is there any thing called ambiguity if we are referring it to export of encryption software because we can not refer back to the government using it?

The ambiguity here is that

What is 'it' referring to here?

Logically, 'it' should refer to 'the regulation' that the government is trying to bring. But, 'the regulation' is not the clear subject of the first part and is not mentioned there.

So what is 'it' referring to? Is it the export or the software or the try of the govt or the govt itself. And hence the ambiguity.

D correctly removes the ambiguity by bringing the correct subject and hence is the correct answer.
