OA is E. but i have a question. is "are warned" present or past tense?? i do know it's passive, but how should this be interperated exactly?

The deferal rules aimed at protecting human subjects of medical experiments were established to ensure that patients must be warned of potential risks and an independent panel would evaluate the experiemtns before it was concluded.

a) must be warned of potential risks and an independent panel would

b) must be warned of potential risks and that an independent panel

c) are warned about potential risks and that an independent panel

d) will be warned about potential risks and an independent panel would

e) would be warned of potential risks and that an independent panel would


Please provide a grammatical explanation when choosing your answer.

The problem with answer b is that the verbs "must be warned" and "evaluate" are in present tense, while the federal rules were established (in the past), and the last part "before it was concluded" require that all verbs in the sentence must be in past or past perfect tense.


"are warned" is the present passive voice; "were warned" is the past passive voice, and "will be warned" is the future passive voice
