This is a parallelism test question.

a. must be warned ... is not parallel with ..would; it's missing a second "that" before "an independent panel"
b. the present tense does not agree with the past tense used in the rest of the sentence
c. same as b. "that patient would be warned" is parallele with "that an independent panel would" , and they are gree with "was concluded" - the past tense.
d. future tense does not agree with the past tense in the rest of the sentence
e. Is correct.

I guess only B and E are parallel .
I would rather chose B because "would" in E creates a possibility . its established that ( patients....and indenpendent panel )

OA is E. but i have a question. is "are warned" present or past tense?? i do know it's passive, but how should this be interperated exactly?

The problem with answer b is that the verbs "must be warned" and "evaluate" are in present tense, while the federal rules were established (in the past), and the last part "before it was concluded" require that all verbs in the sentence must be in past or past perfect tense.


"are warned" is the present passive voice; "were warned" is the past passive voice, and "will be warned" is the future passive voice
