A. begun is wrong. When using begun it should be of the form 'had begun'
B. correct answer. The modifier also has correct parallelism - settled || continued to practice
C. The modifier is not parallel. Were setting is not parallel to continued practicing.
D. had begun - unnecessary use of the past perfect. There are no two events in history - just the one event of the Tartars settling and practicing simultaneously.
E. The modifier is not parallel. Settled is not parallel to had continued. The tenses do not match here.
Also note: when correctly modifies 14th century (time period) in all the choices so this beginning of the modifier is correct in all choices.
