Firstly (the parameter describing reduction ) secondly (the amount of reduction) should be the format for a proper sentence.

So A,E are out.

In B, being required and down to just looks awkward
In C, down to just looks awkward

So OA: (D)

the time being required is incorrect in B & C, D is better and straightforward than A & E.

A. from 6 hours and 40 minutes to just four hours the required time of traveling from Tokyo to Osaka-- the train didn't get reduced

B. the time being required to travel from Tokyo to Osaka, from 6 hours and 40 minutes down to just four hours--being required is incorrect

C. the time being required to travel from Tokyo to Osaka, 6 hours and 40 minutes to just four hours--being required is incorrect

D. the time required to travel from Tokyo to Osaka from 6 hours and 40 minutes to just four hours--CORRECT

E. from 6 hours and 40 minutes to just four hours, the time required to travel from Tokyo to Osaka--same as A

D is the correct answer.

Idiom : From x to Y
Option A and E are ungramatical as they reduce the time 6 hour 40 minutes to 4 hours, but its actually travel time which is reduced not time 6:40 to 4hour
B : down to : Incorrect
C: , modifier is not required + being not required: Incorrect

IMO : D

(D) the time required to travel from Tokyo to Osaka from 6 hours and 40 minutes to just four hours

(E) from 6 hours and 40 minutes to just four hours, the time required to travel from Tokyo to Osaka

Official Explanation

Creating a filter: the sentence as written has the phrase "the required time of traveling," which sounds unnatural. We examine how that phrase is handled in the other answer choices.

Applying the filter: choices (B) and (C) make the situation even worse by including the gerund "being" unnecessarily. Choice (E) has a strange word order, and it also creates a grammatical error by separating subject and verb by a single comma.

The correct answer is (D).
