For 1st prompt, i would like to add a nuance.
Prompt 1: We are concerned with the Median number of times per month respondents reported having communicated with patients. Hence, data point xi is n i.e. number of times per month respondents reported having communicated with patients. So, we must arrange the n is increasing or decreasing order. Now, infer from the bar graph that all the bars are already in increasing order of n from n=0 at top to “n” > 4 at bottom.
Here, we should also consider the frequencies of n that is percentages on the left y-axis.
Please note that we can calculate the median by using table and cumulative frequency. But easier method is intuitively drawing a line at 50%.
Answer : First prompt = Telephone

I just tried the question, and for anyone who is confused despite very good explanations in the comments, let me make the attempt to make it simpler for statement 2.
Notice how the statement 2 says "It must be the case...". Must be the case means that we need to make sure that the worst possible or strictest scenario also holds true.
The answer seeks "both", meaning an overlap of modes of communication A & B, hence the need is to check the strictest conditions of overlap, so that it is definitely true, i.e., we need to attempt to make "Overlap" not work, but nervertheless, overlap has to be checked, as that is the question.
Now, for the definite truth, we need to analyse the maximum overlap scenario earlier (2000) and the minimum overlap scenario (2008), to compare if it holds, because in any other case, than the lesser of max of 2000 and min of 2008, the condition might be possible, but will not always stay true, for being definitive.
