(A) Whether the company that owns the plant would open a new plant in another area if the present plant were closed
If the company will open a new plant in another area (near or far from Hazelton), the overall unemployment will not increase. I am assuming that they will provide same number of jobs. Also if they are opening in new area, the goal for national environmental regulation to get cleaner method will not be achieved. (I am assuming that new plants will use old methods)
If the company will not open in new area, then overall unemployment would be high.
So this statement helps to understand unemployment which is needed to determine whether to grant the plant’s request.
Please let me know where I went wrong in reasoning?
I believe we have to make few assumptions for A but it is helpful to evaluate the argument.
I want also confused with word "local unemployment" while evaluating option A. Is it just for a particular Hazelton area or we can consider nearby areas.
