My answer is (D). It took me 50 seconds.
(A) "that" is actually correct: the Mediterranean Sea still has a sizable lionfish population. If we want to use "where", it should be, as (D) does, "where there is still a sizable lionfish population", meaning "There is still a sizable lionfish population in the Mediterranean Sea".
But the comma before "and" is extraneous. Also, it would be nice to have "where" vs. "where" parallelism.
(B) "where" cannot modify "population".
(C) Minor cosmetic change from (A).
(D) Perfect "where" vs. "where" parallelism without an intruding comma in between.
(E) While still a well-constructed sentence, this version introduces the semi-colon to construct a coordination sentence for no compelling reason. (Just think about how frequently we see the semicolon in action.)
That said, because questions from Expert's Global tends to be tricky, I won't be super surprised if (E) is deemed to be better because it avoids the use of "there be" structure, sometimes referred to as a passive way of writing that we can usually do without.
