I believe the correct answer should be option C.
"Increase of" is generally accompanied by numbers and percentages. For example, an increase of 50%, an increase of 500 etc. That eliminates options A, B, and E.
"Increase in" is generally accompanied by a quantity that is being increased. In this case the "availability of digital scanners and electronic mail"
Between C and D, the only difference is between the usage of "increase" and "increases", and while I have no solid grounds to eliminate "increases" I don't see why the lesser used plural form is necessary. Hence, I would go with C.
