Answer
Its a subjunctive case ...Subject in the sentence is USE(which is singular) ...requires singular verb REQUIRES..

LEft with options A/B/C..
In subjunctive we always use base form of verb...Using should is crime in case the sentence is in subjunctive case...so left only with Option A...

Hi mikemcgarry GMATNinja sayantanc2k

I am confused regarding the subjunctive mood here. I thought we always use a plural verb when we have to use a subjunctive mood. I was wondering why do we not use "require" here? Could any of you guys please explain?

"Require" (or "requires") is the main verb in the sentence, and it does not actually need to be in the subjunctive mood. So "the increased use... requires" is correct.

The subjunctive mood -- which, for whatever it's worth, is rarely an issue on official GMAT questions -- is only used to express a wish, or some other sort of hypothetical or conditional situation. Typically, you see the subjunctive after phrases such as "demanded that" or "required that" or "requested that", among others.

So in this sentence, the subjunctive would follow "requires that" -- so "requires that every college student be trained" is perfectly fine.

When you are using subjunctive verbs (demand, insist, require, mandate, etc.) with "that" in a sentence, the verb that follows must have a particular (and in this case, unusual) conjugation. Before addressing that issue, you should eliminate (D) and (E) as they improperly use the plural verb "require" to go with the singular subject "use" - an easy decision point. For (C), you have the redundant structure "require that you SHOULD do something..." The verb "require" means that you must do it, so using "should" is both illogical and redundant. In choosing between (A) and (B), the only choice is between "be" and "is". The rule for verb conjugation following a "subjunctive verb + that" is that you you simply use the base form of the verb - you do not conjugate it. Here that verb is "to be" so you use "be" and the correct structure is "requires that every college graduate BE trained..." Another analogous example would be "I insist that he do well on the GMAT" NOT "I insist that he does well on the GMAT." Correct answer is (A).

This makes the original sentence correct.
