I am surprising that is OA
A and B has the same error. "which" modifies "panels", but the middle- man "the largest solar arrays ever to be made" was placed between "panels" and "which", making them separately too far away!
C.... everything else is equally awkward. I mean look at C, which is OA, "is increasing five fold"? how can it be "is increasing", i mean, "will increase" or "increased" is much better. I have beef with OA, but every other answer has problems with them too.
