It is a very good question, i have seen two types of inference questions..
If you read the question again
From which of the  following statements  can the  statement above be properly inferred? 
the argument is the inference from anyone of the answer choice..

it is clear A. 
But there would be a close call between E and A, if we didnt read the question correctly, 
E would be the answer if the question is
Which of the following statements can be properly inferred from the statement above?

For me, the choice was between A & C.

C: Have doubt about this as the effects of carcinogenic material (radio-active debris) is not touched upon in this option. Was it limited to a smaller area, larger area, what does it mean in terms of affecting the ecology?

A: Clear and to the point. The original st. can be  concluded  from this info.
