The legal considerations are compared with the revisions. Incorrect.
B. the affirmative action hiring practices that certain large business recently have revised
The legal considerations are compared with the affirmative action . Incorrect.
C. those that have recently forced certain large businesses to revise their affirmative action hiring practices
Correct comparison.Also meaning is conserved.
D. those recent revisions that have been made by certain large businesses to their affirmative action hiring practices
The legal considerations are compared with those recent revisions . Incorrect.
E. what certain large businesses have done to their affirmative action hiring practices in the recent past.
what certain large businesses have done is awkward.

Well I'm not so sure it retains the original meaning- because the original sentence actually has a weird but valid comparison; however, yes, on the GMAT the smarter think to do other than eliminate answer choices with absurd meaning or poor grammar is to choose an answer choice where the difference is more apparent.
