Now IMO its C ....

parallel - 'seems to talk' ... but 'seems (here 'seems' is silent) to do almost nothing'

I don't see a problem with "to do". According to the MGMAT Sentence Correction guide I'm reading, when the parallel structure contains 2 verb infinitives, the second "to" is optional. English is not my mother tongue, so it doesn't sound wrong to me as it may do for you, but I don't see the problem if they chose to insert the "to" here. Probably they just wanted to confuse as much as possible, because C is the only answer with "it" at the end.

From the below link, The OA is Option C
https://www.urch.com/forums/gmat-sentenc ... tions.html

My answer was also Option E. Though i had read that in MGMAT book about what cano has mentioned here, sometimes I get stumped for not applying what i had studied in problems. :(

Hope this question will help me to remember this concept. Thanks cano.

Whats the rule in choosing "it" over "that"

"to do " is just fine

'that' can not be used standalone unless it modifies the noun next to it.

Eg. That book, that boy..... But "it" can be used at any one part of the sentence as long as it maintains correct pronoun reference.

The legislature seems to talk at great length about reform but to do almost nothing to achieve that.

(A) to do almost nothing to achieve that
(B) to do almost nothing achieving such
(C) to do almost nothing to achieve It
(D) doing almost nothing in achieving any
(E) doing almost nothing to achieve that

OA is C

But should not it be - "does almost nothing to achieve it"
The legislature seems to talk at great length about reform but does almost nothing to achieve it.

Any simple explanations would be great. 8-)

The legislature seems [to talk ...blah blah blah...but to do ...blah blah blah blah...]

The legislature seems [to talk ...blah blah blah...but doing ...blah blah blah blah...]

In the above two sentences, the second construction has issues with parallelism. Eliminate D and E.

B is a nonsensical construction ending the sentence awkwardly with "achieving such". Achieiving such what?

A has a major reference issue. The option uses 'that' to refer to "reform", whereas we should refer this singular noun with 'it'.

C corrects all the mistakes discussed above and is hence the right choice.

Both are singular pronouns, but you would use them in different situations. Check out the great post by Vercules on this topic: https://gmatclub.com/forum/that-as-a-re ... 49963.html
