Let's assume that the length of an edge of cube X is 3 cm, then the length of an edge of cube Y is 2/3 * 3 cm = 2 cm.

Then the ratio will be:
Volume of Cube Y : Volume of Cube X
2^3 : 3^3
8 : 27 (E)

We can let the edge of cube X = 3 and the edge of cube Y = 2. The volume of cube X is 27, and the volume of cube Y is 8. Thus, the ratio is 8 to 27.
