'had' wrong. we need present 'has'. --> A out.
present perfect 'has had' is also wrong as it suggests it has been irrelevant all the while --> C,D out.
'have attracted' is unesscessary as it suggests the classes have been attracting few students in the past and the trend is still true today. --> B is best.
