It's a difficult question. I don't agree with "so that" because we can use it with adjectives and adverbs, or has other mean. Between D and E I choose D, because i think "that" reffers to level. what is the OA?

i think level should be before higher.
level higher seems to make more sense than higher level

I'm sorry, but you didn't explain what's wrong with "so that".

D and E can't be right, since level is compared with something that is charged.

A - costs are not charges. So, A is not right.

B - okay, although "they" may not be clear

C - I don't see anything wrong with this choice.

C should be it.

Hi,

The problem with "so that" is that is it has having a recurrent problem. It does not match with "raising" and "fees" . More essentially you are using "the costs". This 'cost' is not required to be there since fees mean the thing. Choice D or E would give you the same meaning till here and help in removing the extra words.

By using X to Y , we can eliminate A, B and C .now among D and E

D ) to a higher level than had been
E ) to a level higher than that had been

E looks like a better parallel structure . to a level higher than that(fees) had been
'But admission and parking fees' should be plural and it should have been ..to a level higher than those(fees) had been
That leaves D as the only option .

the that is just plain unnecessary in E, making it awkward. than had been charged is clearly the most effective way to express that the admission and parking fees went up to a level higher than had been charged previously.

I Pick E.

I don't like that the infinitive is split in D - to a higher level is different in meaning from to a level higher.

Plus the use of "that" in choice E correctly points out the comparison.
