The Maya are indigenous people of Mexico and Central America who have continuously inhabited the lands comprising modern-day Yucatan, Quintana Roo, Campeche, Tabasco, Chiapas in Mexico and southward throughout Guatemala, Belize, El Salvador and Honduras.
Meaning and Structure: Maya are indigenous people of X and Y .Maya have inhabited lands comprising A,B,C,D,E and southward through E,F,G and H.
Subject Verb Pairs and Error Analysis : Maya are Who have
Here who grammatically refers to people(Because “of Mexico and Central America is a prepositional phrase”) Logically, should refer to Maya.
Also, Lists “modern-day Yucatan, Quintana Roo, Campeche, Tabasco, Chiapas in Mexico” are not parallel,you need and to join the lists. Because modern-day Yucatan, Quintana Roo, Campeche, Tabasco are in Noun form and Chiapas in Mexico is not. All these places modern-day Yucatan, Quintana Roo, Campeche, Tabasco, Chiapas are in Mexico.This is what the sentence intended to say.
Throughout vrs Through:
The main difference between through and throughout is that throughout means in every part of a place of place or an object whereas through means From one location to another.
I drove through the city. -> It typically means that you entered, followed a clear path, and then exited and continued your trip.
I searched for a barber shop throughout the city. -> This relates the fact that you actually walked/drove around the whole city, searching everywhere for that barber shop.

Correct : The Maya,Noun Modifier Modying Maya,have
And joins the unparallel lists Usage of through is correct.

There is no need to starting another Dependent Clause using who since the idea can be communicated using a simple noun modifier. Inhabited continuously is not correct because continuously is an adverb and must modify a verb.
D. Indigenous people of Mexico and Central America, the Maya who have inhabited continuously the land of modern-day Yucatan, Quintana Roo, Campeche, Tabasco, and Chiapas in Mexico and southward through Guatemala, Belize, El Salvador and Honduras.
No Verb for Maya and repeats the earlier errors.
