Listen for things that sound funny in the original sentence, and find the choice that’s most precise. In (A), “attacks recently” is illogical and awkward-sounding. The test isn’t under revision “FOR receiving attack,” in (C). It’s under revision AFTER receiving attack. In (D), it seems as though the attack happens before and after the revision. In (E), it’s not clear that it’s the test that’s being attacked. (B) makes the sequence of events clear: the test has recently been attacked and is finally being revised.

But somehow I didn't like use of "and" in option B. By use of "and" it seems these are two unrelated phrases. But actually I think the intended meaning was that the "revision" happened due to "attacks"
(A) is finally being revised, after many attacks recently as dated and culturally biased -Incorrect modifier. "as dated and culturally biased" sounds to modify "attacks"
(B) has recently been attacked as dated and culturally biased and is finally being revised
(C) is finally under revision for receiving much recent attack as dated and culturally biased -Incorrect use of Much. As attacks are countable, it should be replaced with "Many". If author intended to modify "recent" instead then a use of adverb "very" would have been meaningful.
(D) was finally revised recently because it is being attacked as dated and culturally biased -Tense problem. Attacks must have happened before revision.
(E) is finally to be revised after recent attacks as dated and culturally biased -Change of meaning. It sounds revision is yet to be implemented

(A) I would consider A if it is either "....after many recent attacks as dated and culturally biased" or "....recently after many attacks as dated and culturally biased"
(C) attack is countable noun and hence 'much attack' does not go well
(D) changing the meaning (indicates revision has completed, where as it is still under progress)
(E) changing the meaning (indicates revision is yet to start, where as it is still under progress)
Now, if we look at B, it uses present perfect continuous tense, which is very much needed in this context. This tense is required when we talk about an action that started in the past and stopped recently. There is usually a result now.
