Listen for things that sound funny in the original sentence, and find the choice that’s most precise. In (A), “attacks recently” is illogical and awkward-sounding. The test isn’t under revision “FOR receiving attack,” in (C). It’s under revision AFTER receiving attack. In (D), it seems as though the attack happens before and after the revision. In (E), it’s not clear that it’s the test that’s being attacked. (B) makes the sequence of events clear: the test has recently been attacked and is finally being revised.

by POE, I choose B.
But somehow I didn't like use of "and" in option B. By use of "and" it seems these are two unrelated phrases. But actually I think the intended meaning was that the "revision" happened due to "attacks"

(A) is finally being revised, after many attacks recently as dated and culturally biased -Incorrect modifier. "as dated and culturally biased" sounds to modify "attacks"
(B) has recently been attacked as dated and culturally biased and is finally being revised
(C) is finally under revision for receiving much recent attack as dated and culturally biased -Incorrect use of Much. As attacks are countable, it should be replaced with "Many". If author intended to modify "recent" instead then a use of adverb "very" would have been meaningful.
(D) was finally revised recently because it is being attacked as dated and culturally biased -Tense problem. Attacks must have happened before revision.
(E) is finally to be revised after recent attacks as dated and culturally biased -Change of meaning. It sounds revision is yet to be implemented

(C) attack is countable noun and hence 'much attack' does not go well
(D) changing the meaning (indicates revision has completed, where as it is still under progress)
(E) changing the meaning (indicates revision is yet to start, where as it is still under progress)

Now, if we look at B, it uses present perfect continuous tense, which is very much needed in this context. This tense is required when we talk about an action that started in the past and stopped recently. There is usually a result now. To speak to TS's very particular question:

I'd like nothing more than to point out an error in somebody else's materials, but this Kaplan question is perfectly fine. Sometimes, even in Standard Written English, "and" can mean "and so." Does this happen on the GMAT? Well, I've never surveyed for just that usage, but I would guess so.

TS is right, of course, to consider meaning. GMAT SC has always included some wrong answers that are grammatically correct, but which distort the meaning of the sentence, and such wrong answers have become more common over the last couple of years. Still, grammar first. You seem to recognize that every answer except B has serious grammatical problems, so the fine point about meaning shouldn't even come up in this problem.

Can anyone explain why B is correct answer. There is no relationship between "has been attacked" and "being revised".

Imo

Let's restate B :
The Minnesota Multiphasic Personality Inventory, a test developed in the 1930s to assess character, attitudes, and behavior, has recently been attacked as dated and culturally biased and is finally being revised.

The use of present perfect for has been attacked here is Correct :This is an action happened at an unspecified time before now regardind the sense of the phrase

From the original sentence : The Minnesota Multiphasic Personality Inventory, a test developed in the 1930s to assess character, attitudes, and behavior, is finally being revised, after many attacks recently as dated and culturally biased.

is finally being revised is correct also because maybe the Minnesota Multiphasic Personality Inventory is currently under revision ( we don't know if this action happened and ended in the past or no )

Basically the meaning suggests us because the test is old and no longer update is attacked

A is incoorect because suggests that the test was revise due to the attack

C for receiving much recent attack is wrong for similar reason

D was finally revised recently is a situation that is in course of action instead was suggestssomething that is completely gone, passed away

E is finally to be is ackward

B states something that is happened and now an action in course. basically B use two correct time frame thanks to the verbe usage
