I picked A. but, D is perfect after checking the idiom list. 'determined by' is the correct one.
it is not a matter of just the idiom. subject and verb should also agree; check the question tag
hopping mouse and other rodents SHIVER <---- plural
The modern-day speed ..... WAS determined <---- singular
