this phrase "but local affiliates are now also completely free to decide when, or whether, to air nationally produced public television offerings." makes accent on nationnally produced TV offerinngs, so you just have to look the keywords "nation/natiowide etc" :)

so if you look at all options the only option that mentions clearlly "nation-" is C :)

least likely => it is an except question.4 choices will support the Stimulus and 1 won't.

A, B , D and E support the change in NPTBC's relationship with its local affiliates.Only C doesn't.

We cant infer that viewers nationwide are exposed to a uniform set of programs because some locals may prefer different programs.

Hence C is the Answer.

B. Enabling competing public television stations in large markets to cultivate distinctive programming identities Same reasoning as option (A). Eliminate.

C. Ensuring that viewers nationwide are exposed to a uniform set of programs Nothing in the passage tells us that viewers nationwide have uniform taste. Logically, it is reasonable to expect tastes to vary. Since local affiliates will tailor programs to local tastes, the set of programs is also likely to vary. This option is not ensured by the information given in the passage. Correct answer.

D. Reviving viewers' interest in public television by offering a schedules that include a more varied and diverse set of programs Same reasoning as option (A). Eliminate.

E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country The passage tells us, "...local affiliates are now also completely free to decide when, or whether, to air nationally produced public television offerings". Hence they are free to choose to not air these controversial programs and can avoid controversy. Eliminate.
