There is no information that suggests that the event is continuing till present moment.
The pack was delivered YESTERDAY and the employees started YESTERDAY itself to get familiarize. So the action of 'starting' was completed yesterday itself. So between C and D, option C with simple past tense is preferred.

Not sure about the answer according to me it shoul be C how can verbed and verb be parallel
