Step 1: divide 45 by 9000
45/9000=0.005
Step 2: multiply by 100 to get answer as a percent
0.005*100= 0.5%
Ans=C

45/9000 x 100 = 45/90 = 0.5%

Answer: C

1% of 9000 = 90
1/2 % of 9000 = 45

Hence, Answer must be (C) 0.50 %

I guess the simplest way to solve is:

9000*x%= 45
Therefore,x=45*100/9000
x=1/2
x=0.5
