Official Explanation:

A. No. Idiom. The meaning of "increased by more than four times" is wrong; it seems to indicate how many times (as in, on how many occasions) the number increased.
B. No. Idiom. The meaning of "increased more than four times" is wrong; it seems to indicate how many times (as in, on how many occasions) the number increased.
C. Yes. Idiom. It is correct to say that a number quadruples.
D. No. "Was more than quadrupled" is wrong, as it implies somebody did the action (of quadrupling).
E. No. There is no need to use the past perfect tense here.

Can someone explain why "had" cannot be used, like in option E?

Past perfect ‘had quadrupled’ cannot be used because there are no events whose timelines are under comparison

what's wrong with A and B? why can't use increased? what's the difference between increased and increased by?

Hello jia525

If answer is A or B then it will be mean that "number of cars" increased 4 times (for example in 1983, 1984 , 1986 and 1987 years).
It will be about quantity of increases not about how greater number of cars became.
