In choice A, it has mentioned that the pesticides have been banned since 1970s, while the argument says the dramatic increase in deer population since 1960s. Hence there is time gap for increase in deer population. Please explain.

I’d say the time gap is not a problem. “Since the 1960s” means the deer population increased over the long period beginning in the 1960s, not that the whole increase happened during that decade.

If harmful pesticides were banned in the 1970s, then from that point onward an important negative factor was removed. That could have improved deer survival or reproduction enough to outweigh hunting, predators, and habitat loss. So (A) can still help explain the overall increase since the 1960s.
