C, D and E can be easily eliminated.

A) whether the annual population of the endangered species possibly doubled that of --->that here refers to annual population. The sentence then reads:

prompting questions whether the annual population of the endangered species possibly doubled annual population of the 20,000 estimate of the previous year.
- incorrect

B) whether the annual population of the endangered species was possibly double the 20,000 estimate of the previous year. - Correct

Correct Answer must be (B) for the highlighted errors in other options...
