This is quite easy ones with the correct answer is C. Do you have any doubt with this answer choice?

Choice C clearly stated that the flu is confined in the other countries, not in US => weaken the conclusion.

yes the answer is C, but i was wondering, why not A? statement A says that since other nationals took flu vaccines so we can infer that they didnt had flu because of the flu Vaccine so we can infer that flu is not just confined to US but other countries too, but numbers never increased there as they took flu Vaccine. where am i wrong here
