The number of is singular so eliminate A, B, and C. Between D and E. I think I would go with D. Though not very sure how to explain the difference between the population density of Gotham City and Gotham City's population density.

Between options D and E, I will chose D. Apostrophe "'s" for possession is generally used for live object. Eq. Amit's house. "of" is use for non-live things.
