Can someone explain why C?

A) Incorrect, because it appears that there were no changes, comparing the beginning and now

B) Incorrect, greater number of workplace activities doesn't automatically result in a higher rate of work-related accidents

C) ?

D) Incorrect, we are not looking at politics here


E) Why not correct? Increase in one category and constant in all others would result in a higher percentage of total accidents or not?


IMHO Only option (C) and (E) are worth considering, but if we take option (E) and analyse then we do still have a string of doubt about the effectiveness of OSHA, whereas (C) talks about increase in population size as a result of which there is an increase in accidents, however there is a proportionate fall in casualties and fatalities under OSHA supervised jobs....

Thus option (C) weakens the argument more than option (E) hence our Answer must be (C)....
