IMO underlined part in the sentence gives reasoning on how budgeter has to balance the budget which narrows choices down to B and E E is out because alongside is wordy!!
A seems grammatically correct but I just like B better for above reason

So, B, D and E are out.
Between A and C, C introduces redundancy by replicating "to" with each items.
Can anyone please explain....why we need a comma after judiciously?
why cant we just continue like- balance it judiciously by minimizing......

Isn’t it a run-on now?
In the choices, in B for example, if we remove the comma - has to balance it judiciously by minimizing non-development imports to save valuable exchange, and by maximizing - Now, the dilemma arises as to what judiciously modifies? Whether balance it or maximizing. A comma after judiciously kills that ambiguity, IMO.

ideas should also be logically parallel. this is a good example of this rule.
'balancing a budget' is not on the same level as 'minimizing/maximizing import'. the later is, in fact, a gateway through which a budget is balanced. so we need 'by minimizing import' here to present the idea logically.
B is the best ans.
