It looks more like 4 in the diagram for china and if you approximate 20* 0.3 billion >4*1.3 billion

I'm so lost; @Apt0810's calculations for US seem incorrect; and China also seems to be below 5 on Graph 2

US: 19*295.753M=5619.307M and China: 4*1304M = 5216M

So US emissions should be > than China

Yes, but the question asks about CO (not CO2), which is not supported in the graphs and text.
