What is the source of the question? My answer is E.

"Due to" does not ever mean "because of" and rather should be substituted by "caused by".

The delay in starting the match was due to rain. - Correct
The delay in starting the match was caused by rain. - and this is the reason.

The match started late due to rain - might sound good but incorrect.
The match started late caused by rain - awkwardly digusting ain't it?
The match started late because of rain - entirely wrong reason!!!!

So always always in a "due to" question just replace and see. In all possible senses, including tense usage, verb and pronoun agreements, everything, "due to" should always make sense as "caused by"!!!

The sentence in the question, "due to" is wrongly used. Among the answer options, prephrasing with the original sentence, only option E sounds alright, all other options are either awkwardly wordy or not even close contenders.

The President declared that the independent counsel's investigation would not continue | until the FBI investigation was complete | solely in that.....

While agreeing with BarleyStinson's analysis on the usage of due to, I still feel that B is the correct answer. E uses solely which is too restrictive. B on the other hand provides a reason - if only because. So I feel it's more accurate.
