(B) The primary suspect, like the secondary suspect, argued that he does......................wrong tense
(C) Like the secondary suspect, the primary suspect argued that he did...................This is fine
(D) Like the secondary suspect did, the primary suspect, argued that he did........................Like x, y is correct idiom. Not like x did, y.
(E) The primary suspect argued that he, like the secondary suspect, does..................Incorrect use of like x,y and tense issue.
OA should be C.

To compare actions , we use "as" whereas to compare nouns, we use like..
In options B and C, comparison has been done correctly..
But in option B, there is tense error "does"....
