Choices B D And E have parallelism issue.
Between choice A and C , the main difference is the use of SIMPLE PAST AND PAST PERFECT
Choice A uses simple past refuted and soared whereas
Choice C uses has refuted and has soared
I wil go with choice A ie use of SIMPLE PAST to show the FACT
According to me Choice C is not correct as we are not required to show any continuity of effect which started in past and still going one.

PS : If anyone is confused on use of HIS for referring to prime minister when we have prime minister's response , then one can check Emily Dickson OG problem
