B. motivating people receiving payments to find work before they become ineligible for assistance -- -ing modifier : good enough to express consequence of the action taken.
C. in order to motivate people receiving payments to find work before they became ineligible for assistance -- only error: tense error -- became should be become.
Compare B and D side by side ::
D. for motivating people receiving payments to find work before they become ineligible for assistance
----B. motivating people receiving payments to find work before they become ineligible for assistance
I don't see any error in D. For motivating and motivating both doing same job.
E. so that people would be motivated, before becoming ineligible for assistance, to find work -- -ing modifier before becoming seems incorrect here -- use of would is also not appropriate here.
D and E need more scrutiny. I want someone to do in depth analysis on these two options..
