The argument says the new policy is more generous because patrons can borrow 8 books instead of 3. But that only works if a meaningful number of patrons can actually meet the new requirements: attending the orientation and building a clean 12-checkout history.
If very few patrons are willing or able to do that, then most people would not really have greater access at all. So the argument depends on (c) being true.
