It should be E. It is past perfect, the belief was in the past and valid only till the discovery.

The subject is "the wealth"...and the question is asking...the wealth was greater than...what?
Maybe greater than "the wealth people (had) believed to be...or the wealth (is/was/had been) believed to be...". B, C, and D are out. Narrowed down to A or E. Went for E.
