Stuck between C and D. Will choose D.
A. "they" is pointing to what?
B. out because of "has". Must use "is" due to "Recent shortage"
C. if teachers have not seen the improvements doesn't mean that there are no improvements. We are talking about conditions of school not about the opinion of teachers.
E. "are" is not correct for "Recent teacher shortage"(Singular)
