The recommendations of our political counsel have been faulty. We should not implement their ideas despite unanimous approval of their proposal by the board of trustees, which believes the proposal will be effective and, moreover, that it will unite the team by reflecting a variety of interests. I insist that the proposal is rudimentary, fails to address the most important issues at stake, and opts instead to present an optimistic picture that is dangerous in its naiveté.
What is the board of trustees' tone concerning the recommendations of the political counsel?
(A) It is more important that a proposal unite the entire team than that it be highly effective. (B) The proposal is rudimentary and naive. (C) The recommendations of the political counsel will be effective and unite the whole team. (D) The board of trustees will be more effective than the political counsel. (E) The ideas of the political counsel are flawed and should not be implemented.

(A) It is more important that a proposal unite the entire team than that it be highly effective. --- Not mentioned (B) The proposal is rudimentary and naive. --- This is what the narrator of the passage says, not the board of trustees (C) The recommendations of the political counsel will be effective and unite the whole team. --- Correct, in the middle of the passage you see "proposal by the board of trustees, which believes the proposal will be effective and, moreover, that it will unite the team by reflecting a variety of interests." (D) The board of trustees will be more effective than the political counsel. --- Not mentioned, also opposite to the claims made. (E) The ideas of the political counsel are flawed and should not be implemented. --- I would say that this tone is too negative for the passage.
