I got that right since 'than' in the end was logical. But what if there were another option -

Option F wouldnt have made sense, as we are comparing American students with their counterparts.
It will be a wrong comparison, if we say that, American students did just as well their counterparts.... It should be American students did as well as their counterparts...

B.as well as, if not better than - right comparison showing that American students did at least equally well if not better than their....
C. just as well, whether or not better than - Ooops..wrong combination of words..
D. just as well if not better as - illogical
E. as well, and perhaps better, as - perhaps shows probability that their counterparts might have performed better...wrong choice...
I would go with B..please post OA as well.
