The rise in the prosperity of England subsequent to 1840 can be attributed to the adoption of the policy of free trade, since economic conditions improved only when that policy had been implemented

A=the rise in the prosperity of England
B=new policy
C=economic conditions
Stem: A can be attributed to B since C improved only when B was implemented

You can rephrase D as follows:
"The improved results can be attributed to the program(instead of "that program can be credited with the improved result") since the improvement in the company's profitability began to occur after the vice president's new morale-building program was put in place"
A=improved results
B=new program
C=profitability
D says: A can be attributed to B since C improved when B was put in place.
